And just to provide supporting evidence to my prior comment, Keenan has only signed an MOU with the Chinese.. not worth the paper it's written on, frankly.
On a side note though, I wonder if the 18 arrests were coordinated to coincide with Keenan's visit to China to sign this MOU. They always like to exert some pressure like this prior to any document signing.
