the problems come when politicians, lawyers and other morons get involved because black and white becomes grey.
carpenter can decide whatever he wants and he could argue that rio had shown intent to renew or spin any of a number of arguments in favor of rio.
caz have done everything by the book and should have been issued the tenement long ago.
people should only play with what they are prepared to lose because being right isnt always profitable.
