Carpenter faces a backlash either way
If he goes with CAZ (which by the letter of the law he should) Rio, Rhinehart Wright will be on his ass.. till kingdom come
If he goes with Rio he will have influential friends! but face litigation from BHP ECH and CAZ....

I believe RIO are now waiting to go ahead with mining that plot !earliest being 2008 which now obliterates the public interest argument..
