Yes at night Monstercash it is a video screen. At daytime it is a static billboard. Saves a heap of electricity and significantly extends the lifespan of the sign as the LED's have a huge amount less power requirement and wont burn out in the next 10 years being only on at night. LED's working during the time need to be much stronger to overcome the brightness of the sign
