    Unlikely for a number of reasons.

    - WNI has no money
    - They are a China company. They love spending money but are misers when it has to come out of their own pockets.
    - WNI already has 55%. They will not feel compelled to revise their offer. Cliff-Portman is irrelevant here as Cliffs is a US company.
