Well, what a mammoth task the takeover will be for Anchorage.
Keen to read more details of the offer from Anchorage re the payment of Affinity's debts. There will be an application for an approved providers license, presumably under one of Anchorages four new listed companies. Anchorage Child Care is one of those companies.
Staff entitlements
Parents fees in advance
CCB
CCR
Enrolment advances
Inclusion support
Progress payments for trainees
Long Day Care Professional Development Funding
IMO Anchorage will expect Affinity to pay across to them the staff entitlements and the parents fees in advance. Even though these two amounts are debts that Affinity has to honour I have my doubts that, as stated, Anchorage will be paying all of the debts.
The enrolment advances and the professional development funding are debts that Affinity have with the Commonwealth and IMO they will be expected to repay those debts.
The CCB and the CCR will be adjusted after the new provider takes over. Again this is between Affinity and the Commonwealth.
Inclusion support funding is with the current provider, claimed in arrears, but the contract will be cancelled on sale and a new funding application will have to be applied for. Similar with the trainees, contract with the current provider requires transferring across. These two areas, if not handled promptly can see children with additional needs without support in the centre and trainees without mentoring.
CCB and CCR funding can take up to six weeks to process when there is a change of providers. Anchorage IMO will need to be mindful, that this will be the third change of provider, for some families in two years. Hopefully, it will be handled with care and that we won't see situations of parents arriving at care with a new provider with no enrolment forms available or disputes over parent account balances. Staff will also be experiencing transitional change and will look to Anchorage for clear leadership.
