I think the C-45 is just a case of sell the news.
C-45 is passed last week, but there are amendments which needs to go back to the house of commons for discussion before going back to the senate again.

The amendments are the details such as sharing of pot, and what penalties if over the limit. These are technical details. But overall, the bill is approved.
Additionally, there's also about 3 months to roll out the products, so hence the impatience of holders
