CRZ already have some type of clause that the remaining interest in ICQ they dont already own cant be sold to a competitor so any decision to buy the remainder is in no rush... I mean it's not as if someone else can jump in and challenge CRZ for outright ownership. I doubt a full takeover will happen until they are closer to being profitable.
