You are a bit confused as you were not a holder at the time, you got in around the $4 if my memory serves me right.
The last time RI's were let in was after the long suspension, the options were free, 1 option for every two shares which were 8 cents at the time.
not sure where you got the 2 cents from.
Soon after that the share price tanked to under 3, then another suspension, then here we are, Wayne manged to salvage the ship from sinking after I lost all hope, so credit where credit is due.
