It is cash which can be used for payables to debtors.
Restricted or unrestricted, if someone buys HUM, they will be the beneficiary of that asset, which is again, cash.
Kinda similar, although not comparable, to Deferred Tax Assets. By the way, it is $43 million.
An acquition will not result in that cash being forfeitted.
One purpose of putting such covenants in place is to police dividends strategies, very directly.
