    Lessons from history regarding ASX companies demonstrates you don't necessarily need even 50.1% ownership to have an effective CONTROLLING INTEREST (although Shell has absolutely failed to control Woodside off their 34% interest !!).

    So, CQT could end up controlling NQM with ownership far less than the 60% you cite.
