The takeover is serious although there is always risk it could fall through. I bought ACS at safe levels of between 13cents and 20 cents.
At 35 - 36 cents it is fine to buy PROVIDED the takeover occurs. Most of the skilled traders in this forum agree the price will be well above the current price of 35cents. There is a consensus of between 55 - 70 cents a share based on mine valuations from brokers and other tangible assets namely cash & equipment.
However, coming in at 35 cents is a gamble because if takeover talks fail the price of the share would probably fall to around 20-24 cents. It may take some time for the share to recover back to 35 cents. Since I personally bought the stock at 13-20 cents, I am prepared to take the chance.
