IMHO underwriting by directors or major shareholders should be banned (MASSIVE conflicts of interest) it was damn good to see Wallins come up with the cash when he probably could have wriggled out of it.
Believe we should also see a substantial shareholders notice.

And as you stated he is over the 19% so am not sure what needs to be announced in that case, as it was via the underwriting - probably nothing.
I have noticed underwriting and unnecessary placements (via the 15% rules) seems to be the prefered option for big wigs to get MAJOR holdings in small interesting companies.
They never have to buy on the market like the rest of us plebs :-)
Now after all that byatching must say I am a bit exited to see just what SMC come up with after the drills start turning - the geological ground work SMC have done looks excellent.
