I am not sure if I am understanding your question but I will try.

I am pretty sure a few hundred of the experienced miners working on projects in WA travel back and fourth to work from Melbourne? If I had a family in Melbourne and had an oppertunity to work for a mining operation an hour from home in BM instead of being thousands of miles from my family I would definately be interested..?

Thousands of Victorian workers in the manufacturing industry are out of work and I am sure they will be looking for work?

IMO labor will be no issue..

I am not sure how Payroll taxes and training concessions apply to MNM but I do know, the Vic government will be thinking of every way to improve Employment,encourage the retrenched workers from the manufacturing industry to get additional skills...
