The NBN was initially suppose to be rolled out over 4-5 years. 600/4 = 150. Latest announcement of 3.5ghz testing in suburban fringes increases fixed wireless penetration. We are in the early stage of NBN rollout still. Critical mass, followed by ISP marketing and price competition (ie so they know they can get best bang for marketing buck) will see it ramp up. At the current rate it will still be being rolled out in 2030. NBN talks about accelerated ramp up in FY16 an onwards. If something was so badly needed it seems strange that uptake would be so slow and the issue. So my thinking is its all driven by speed of rollout. That will change eventually.
