Nothing to do with a military area at all.
The proposed takeover was a chinese entity and the Govt knocked it back on national interest grounds. A good thing too with Lynas now being the only significant non chinese supplier of REE.
From memory that proposed takeover was some time ago before the LAMP was up and running.
