I think an “Independent Expert” would have a lot of difficulty in demonstrating that a takeover offer at current levels would be either “fair or reasonable”, so the offer would need to be substantially more than current levels.
Remember that there are reasonably credible models in the market for valuing POS that demonstrate various values above current prices. These would stack up well if refreshed and revised with new data.
“Market Price” rarely ever equals “Value”.
