I think it is more likely that lower quality coal companies would be the targets of any action, as they would be cheaper and also that would remove the more polluting coals.
So WHC unlikely to be a target but would benefit from reduced supply
Given the lower quality businesses are in places such as Indonesia it is not likely we will see this happen, more logical for intervention to happen with coal consumers rather than coal miners.
