I expect that the nimby's of the surrounding area will band together and submit an appeal, but the appeal will be denied. They have no secret weapon, some item that has not been considered. They would need to discover something on the order of talga inadvertently releasing uranium dust into the air to get the government to slam on the brakes. It would have to be scientifically validated. etc.
There isn't any story to tell.
