From my research I think the IRA will remain in tact. There was a similar issue where republicans were seeking to remove/change similar legislation a few years back (can't remember what exactly but happy to dig into my notes if you wish) and the concessions were never granted, the republicans gave in as none wanted to be associated with a default as it would ruin their political careers. I had a call the other night with a close associate in the US who is actively involved in politics (and who has many high value connections) which confirmed that the likely outcome would be akin to prior years, in that there will be little to no concessions actually granted. The republicans will seize the opportunity to criticise democratic for poor financial management but the dems won't give in to their demands, and soon enough everyone will go back to bickering about the usual stuff
