The pen pushers at the Municipality, says Talga are being arseholes, they have the monopoly in first refusing them planning and only then can Talga go to the government.
This has never been done before.
You have to ask yourselves why hey. Looks like they have the inside scoop that they are going to reject it so trying to hurry things along.
Personally I think this is not great.
