Talga didn't bypass them without giving them a chance to make their own ruling - they knew ruling against the planning would be overturned so instead they delayed. And then act upset when Talga asks the state to step in and make a decision instead.
The council (at least certain members) had also already been vocal about abusing the planning process to make a political stance against the mine. Well, if they decide to make it a political decision they shouldn't be surprised when someone higher up the chain steps in to sort things out.
