Others would be better informed than I am, but perhaps with the change of govt in Sweden to a more lenient one, regarding mining developments has created a flood of new mining proposals that is clogging the legal system. Coupled with the SC asserting their powers and resisting any government influence, these factors would explain the protracted delays.
