Yes, there are lots of Chinese migrants where the older generation still read Chinese only. These Chinese parents will not spare any money to get their child ahead. A drive through pass some tuition centres during drop off or pick up time will encounter traffic jam and at least 90% of them are Chinese kids. These tuitions are costly. So at $30 for a test and $90 for a train, that is cheap as cheap for them.
