I am sure if the info had been processed and the leads followed and the will to act had been there from Clinton onwards..then a better chance to avert the event would have been possible.

More likely a confluence of turf wars between FBI CIA NSA. Laws protecting privacy. Laws governing how a warrant can be obtained. Failure to collate info based on racial profiling.
