Two things:
Thete is absolutely no reason why an announcement with a 'floating' spud date couldn't have been prepared and cleared well in advance.
OEL have continuous disclosure obligations and the market is currently trading with uneven knowledge.
In short - they should be in a halt as the listing rules are currently being broken.
