Nope, I think it may be a tactic to drive the SP down and for BG to pick up some small interest, sweeten their 20% deal maybe.

Or maybe JH is saying the coal is the last cab of the rank
for the drilling when BG wants it as the first.

Only other thing I can think of is that BG want to bill CTP for their gear and personnel while supervising the coal play (at a much higher rate than CTP want to pay).
