In most countries when a law is passed the old one is removed and the new one will have a sunset clause, meaning that it automatically expires at a certain date which forces the pollies to revisit the law and update it because conditions have changed

Any one who looks at any legislation can find numerous other pieces of legislation which says the opposite so of course there are many holes and the intent of the first piece of legislation is totally lost
