it seems that the present matter all revolves around the 2 year old youngest child.. something to do with changes in the relevant paperwork at the time ... in other words there is zero issue about sending the parents and the oldest child back to sri lanka .
the solution is so simple - send the 3 back to sri lanka where there is not a problem - tell the parents that the youngest child can stay in australia till all the legal stuff has been completed - and if it is determined that the child can stay in australia, then the government will abide by the decision .
if the courts decide that the child belongs to australia , then the government will look after the child (maybe find a good foster home).
