I think the key take-aways form the TANBREEZ license issues are:

-Getting an exploitation license will take a long time (TANBREEZ submitted their license 06/09/2013, after 18 months of prior negotiating http://tanbreez.com/en/news/tanbreez-press-release-06092013/)

-Greenland wants the majority of the refining done in Greenland. GGG is not shipping a refined REE product out of Greenland. Yes, it undergoes one more stage of refining than TANBREEZ, but it seems like Greenland is concerned about losing jobs/royalties to outside work.

-Greenland has social/environmental concerns. Obviously. But the fact that TANBREEZ contains only background levels of Uranium/Thorium, and the Greenland government still had issues with their application, could be an issue for GGG.

I am sure GGG is trying to get their wombats in a row before submitting their application, but if a project that is less of a hot-button issue has problems, then GGG will as well.
