Not too sure if this has been previously discussed but could it be that the decision on ownership structure or intended vehicle is what's holding up the SML?
If the agreement with Barrick is to be used as a blueprint all future Special Mining Licence’s, then the assumption is for a new company, similar to Twiga Minerals to be created with the Tanzanian getting 16% ownership.
There is also this ... "Tanzanian general election is expected to increase the country’s policy uncertainty over the coming months, likely stalling new investment decisions until after the vote takes place in October 2020."
