Would you expect anything else, look at the share price over the last 5 & 10 years. One of the best ways to wealth destruction was to stay in this dog. They continue to sell the dream and dilute, a company with nothing much in the pipeline but a mythical licence surrounded by sovereign risk. They'll keep selling the dream until they move on like Rocky. Save your dough, plentiful low risk opportunities around.
