Sounds like the government is losing patience with Orca.
An excerpt from the article:
"The committee is not satisfied with the involvement, efficiency and integrity of Pan African Energy Tanzania in the development of natural gas in the country." He proposed that the government, through TPDC, should steer the business rather than standing aside and wait for revenue.
He also suggested an end to monopoly enjoyed by PAT and Songas Tanzania by allowing other companies and users to use the existing infrastructure of transporting and processing natural gas.
