Every country thinks it has vast minerals. I went to a conference in Indonesian where they said the same thing and companies would beat the door down - they did, to get out.

"Appropriate amendments" sounds scary. At least HDR are at the start of their exploration program and can pullout if things get onerous.

A lot of countries are watching Bolivia and would love to get their hands on oil or mineral assets.

Bolivia tookover not US-owned assets, but assets owned mainly by Brazil and Argentina state owned companies.
