Yep. Agreed. Meanwhile Uganda, Congo, Mozambique powering ahead. Zimbabwe probably next big mining FDI influx. Zim mate of mine tried to sell his working underground gold mine for last ten years no takers now sold. Good Policy is desirable but action is everything, talk is nothing. Tanz policy inaction has hamstrung a lot of good private businesses and ventures.
