For merchants which didn't sign up with them, it's an extra revenue stream for Zip anyway. they wouldn't be able to get a single cent from these merchants previously and now getting a small % of fees and customers pay for the account fees.
To attract the merchants to pay more commission to zip with an merchant agreement, Zip will need to show greater benefit to these merchants, for example, marketing, urge, data service etc.
