I think it more has to do with the increased cycle times with the trucks backing up to the excavators and the AHS fleet stopping every time there is a small obstruction on the road. The ramps and roads have to be super wide and free of any obstructions.
My view is WHC will have enough on their plate at the moment integrating and optimising the newly acquired assets without developing a new mine (Winchester).
