Lots of things are put to Cabinet that never get up. And typically lots of options are canvassed that have no chance, but its part of having all the options available for decision-makers from the respective department(s). It is actually a pretty standard and healthy process.

The fact it was leaked to The Australian of all papers - not Labor friendly - tells you this is more about sending a shot across the bow of Gas companies and not likely to become government policy. They wanted this proposal to be known. The Government is currently deciding how best to intervene into the gas market and this is a negotiating tool.
