Sounds like Wilkie is about to make a big fool of himself. There obviously have been issues around coal quality certification from a certain company but these have been minor tweaks to fit contract spec.
To do what Wilkie is suggesting would require the entirety of Australian coal geology going back to the 70s to have been wrong. You can look up the coal quality reports on government websites from that era and they all show high rank, low ash, low moisture coals.
A lot of the testing in those days was done in government labs too. Pretty good foresight to fake an entire industry 50 years before climate change was an issue.
