Well, yes. That is & was the case. The Montreal protocol banned the use of CFC's and since then the ozone layer has slowly recovered. I'm not sure they said it was irreparable, if they did say that (I'm not conceding they did) then they were wrong, or they meant that perhaps it takes a lot of time (and energy)
