The author doesn't mention that NEWC is 6000kcal which sells at a premium to the stuff our local coal plants use. The crud being sent to our local plants isn't export quality and the "$125 cap" feels more like a cap on extraction costs... because... you know... most mines harvest their product for less than $125 anyway.
Combine this with the likelihood that no-one in the seaborn trade would be likely to buy the coal we feed into our power stations ... because is so crap and the cost of transporting it would make it unviable in the market place...
This entire coal cap thing sounds like a cover up to hide the price spikes due to the introduction of costly and expensive renewable energy.
