Took 2 months (with no blackout periods) to buyback 40 million shares.
Just not feasible to buyback the next 200 million shares with at least 5 blackout periods.
So special dividends is the way to go.
After special dividend, share price will drop by similar amount and buyback will be at cheaper price for a few weeks.
