the only reason i would keep payout ratio low is to keep huge amounts of cash on the balance sheet such that the net cash is a high % of the market cap, so that the price just grinds higher and nobody can safely short it.
even buybacks don't do this as well, as share count doesn't impact market cap long term, as the price of each share will just reflect the value of the company as a whole. So if there's a big shock, it wouldn't have some huge cash pile to justify a huge $ nta / share to keep price solid.
