Most Europeans do not have Aircon like Australians do, they have heating only. "Heat pumps" / reverse cycle as we would call it are unusual even in USA apart from the hotter states. So i don't think you can assume that power consumption spikes like it would in a hot Aussie summer. they would have to install the aircon first!
