I think if you'd bothered to just watch a couple minutes from that video you'd see that it's actually quite easy.
The problems? I'm guessing government beaurocracy, red tape, I'm sure there's some $$$ incentives for the fossil fuel companies thrown in as well.
Im not going to pretend I have all the answers, but to suggest coal fired electricity is somehow going to lift these people out of poverty is the only answer is ridiculous. We've had these coal powered technologies for over a century and yet these people are still in poverty, care to explain why coal power hasn't fixed the problem yet?
