4 can definitively happen (pro-mining Ministers in key portfolios): I’m thinking of the likes of Keith Pitt.
3 should happen, obviously (cutting the bloated public service), but it would take a strong government and a good dose of guile. Campbell Newman tried it when he was Premier but there was no guile and it was all too much too soon. That’s why it’s important to do it in stages — softly, softly.
