With respect @@line of cobar , of you were to think a little more analytically about @coalforme's suggestion it's not about impacting those you stated, like teachers, nurses, doctors et al. They are the front line.
In most if not all State Public Services the bloat is in the generally TOP heavy administration, yes even in hospitals, especially in education, primary industry support units and such like. If some urgency, conscientiousness and an old fashioned work ethic were in evidence in those areas, the norm rather than the exception you could do away with 30% bloat very easily. It's referred to as dead wood ol' bean.
