Western nations nuclear power plant builders these days need MINIMUM 25 to 30+ years to complete a nuclear power station everywhere we tried. Look it up.
Russia and China do it under/around 12 years +/- a year or two.
Chances that nuclear will replace or reduce coal fired electricity over next 20 years = big fat ZERO.
