Hags is referring to the Goonyella seams of the Moranbah Coal Measures, which would be the equivalent of the Harrow Creek and Dysart seams in this area. As they occur below the Rangal Coal Measures they would be occurring at significant depth. I believe he's saying they would be sterilised by the open cut.
The Moranbah Coal Measures are much more valuable based on the value in use in the blast furnace (primarily coke strength) and because they generate a single HCC product (they don't require a secondary thermal or PCI product from the coarse fraction).
