I believe people ending up in harm's way of adverse weather events is not a phenomenon confined to the early 21st Century.

Just one case in point, the Tiber has flooded umpteen times, going as far back as records are kept, killing tens of thousands of people in ancient Roman times.

Another example, the 1887 flood of the Hwang We river in China killed around 1 million people.

Closer to home, the 1882 Gundagai floods took the lives of almost 100 people.
